Children's Promise Act

The Children’s Promise Act provides a dollar-for-dollar TAX CREDIT to BUSINESSES that give to a qualified Education Services Charitable Organization (ESCO). St. Andrew’s Episcopal School is an approved ESCO, Through this Act, you can make a contribution to St. Andrew’s and receive a business tax credit.
How do I apply?
1. Go to the MS Department of Revenue web page prior to 8:00 am on January 5, 2026. We encourage you to apply on that day at 8:00 as allocations are finite and go quickly. 

2. Once there, there will be an “Apply for a Charitable Contribution Credit” link in the “Apply Online” section. Click it. 

3. Complete the online form by selecting “ESCO” as the “Type of Charitable Contribution Credit”, enter the requested company-specific information, and select “St. Andrew’s Episcopal School” from the dropdown menu as the “(Primary) Name of the Organization to Receive the Contribution”. If you would like St. Andrew's to apply on your behalf, please contact us. 

4. Complete the application by entering your contribution amount, review your information, and submit at 8:00 am. 

5. A confirmation number will be provided after the application is submitted. If an email address is provided on the taxpayer information screen, a confirmation email will be sent to the address provided. 

6. Once you receive notification of allocation from MSDOR, make a donation to St. Andrew's within 60 days. 

7. St. Andrew's will process a gift receipt for you and will verify the gift for MSDOR.

8. MSDOR will mail you a tax credit voucher once the donation is verified. The credit is valid for five consecutive years before it expires.

    MSDOR begins accepting applications at 8:00 a.m. on January 5, 2026. It is first come, first served, so plan on starting the application before 8:00 a.m.

    Who can Apply for an Allocation of Credit: Business Taxpayers (Corporations, Partnerships, Limited Liability Companies, and Sole Proprietorships)

    Tax-Types that Credit can be used against: Income Tax (50% of tax liability), Insurance Premium Tax (50% of tax liability), Insurance Premium Retaliatory Tax (50% of tax liability), Ad Valorem Tax (for entities not operating as a corporation, 50% of real property tax liability)

    Other Limitations: Contributions cannot be used for other state charitable credits and cannot be used as a deduction for state income tax purposes.

    Timing Matters: Keep in mind that there is a statewide cap of $9,000,000 for this program, and the maximum amount any ESCO can receive is $405,000. The program allocations are on a first-come, first-served basis, so all funding will likely be exhausted very early on the first day of submission. Once the statewide cap is reached, no additional applications will be approved.
